I had a similar problem with my '88 Virago. My husband hooked up the battery poles backwards (in his defense, the diagram in the manual was backwards as well.) Anyhow, at first we thought we had a dead battery but it tested OK, and it turned out that he had blown the fuse when he hooked up the battery in reverse. Luckily that's all that got damaged. Anyhow, the fuse on my Virago was under the seat near the battery compartment, and lucky for us there was a spare fuse in a little pod next to the blown fuse! Problem solved. According to my Clymer's manual, the fuses on the Savage are also located under the seat. Looking at the diagram, it appears that you will find the fuse on the bike's right side just in front of the top bolt for the shock. It is in a fuse holder which looks like a little white box. Instructions are as follows:
1) Remove the seat
2) Disconnect the fuse holder from the wiring harness
3) Remove the fuse and install a new one (Note: These fuses are not the typical glass tube with metal ends. Carry extra fuses in your tool box.)
4) Attach the fuse holder to the wiring harness
5) Install the seat

There are a couple of diagrams as well as instructions for removal and installation of the seat. I'd recommend you buy the Clymer manual because you just never know when it will come in handy! I was lucky enough to spot a used one that a fellow was selling on Delphi because he'd gotten rid of his Savage. I got it for $10 US including shipping. Keep an eye out for a bargain on Ebay, there always seems to be one or two up for sale.
